Being specially programmed for OPL-2 the music indeed sounded very good. I especially liked "Cruise Control". I was even not really sure if I prefered OPL or Yamaha XG rendition at one point. There are still recordings of the OPL-3 'performance' (64 kBit/s) somewhere in my collection, if anybody is interested.
Windows 2000 probably emulated all MIDI playback using "Microsoft Synthesizer". Some WDM sound drivers do that also in Win98.
Music in TT is not interactive. You could play it using a dedicated audio player when you want.
Yeah... I started playing TTD in 1996 on a 486x66 and I had a
Soundblaster card too! It sounded really good. I don't know if you
ever experienced the same thing, but I remember feeling like the sound
was different when I started playing in Windows 2000.
