It's been a while since I last played TTD, but I'm sure I used to have options for raising, lowering and levelling terrain? What happened to those?
They're in a separate Landscape toolbar now. There's a patch under Configure Patches to make this toolbar automatically appear along with the normal construction toolbars.
Note also that you may want to take this discussion to the forums, as it's somewhat off-topic for the TTDPatch list. (There did used to be an OpenTTD mailing list, a long time ago, but nobody used it.)
